Network looks to future with new strategy

A new three-year strategy to continue improving urgent and emergency services in the North East and North Cumbria is taking shape. The new strategy, which has a particular emphasis on stretch targets in 2017/18, follows the completion of the urgent and emergency care (UEC) vanguard programme in March.

As a region, we can be proud that our performance is above the national average, but continued collaboration through the North East and North Cumbria Urgent and Emergency Care Network can help us to deliver further improvements, faster.

The network’s new delivery plan is based on a ‘do once and spread’ approach, with continuing development of the urgent and emergency care dashboard making it possible to identify areas that require improvement, implement best practice and minimise duplication.

Our ambition is to continue to work at pace to support, through our local strategy, the delivery of the Five Year Forward View, including the recently updated targets, and to exceed the Government’s 2017/18 mandate to the NHS, which includes:

  • By September 2017, over 90% of emergency patients treated or admitted within 4 hours (currently 85%)
  • The majority of Trusts meet the 95% standard in March 2018
  • The NHS overall returns to the 95% standard during 2018.

In order to meet these aims, we will work to ensure that:

  • By October 2017, every hospital and its health and social care partners must have adopted good practice to enable appropriate patient flow
  • Hospitals, primary and community care and local councils should work together to ensure people are not stuck in hospital waiting for delayed community health and social care
  • 24-hour specialist mental health support is available in A&Es by March 2019
  • The proportion of 111 calls receiving clinical assessment by March 2018
  • Implement NHS 111 online
  • Roll out standardised Urgent Care Treatment Centres, which will open 12 hours a day, seven days a week
  • Implement the Ambulance Response Programme by October 2017
